Nirnaya Sindhu quotes Vyasa: “trimuhūrtaḥ pradoṣaḥ syād bhānāv astaṃ gate sati”, that is, Pradosh is the three muhurtas after the sun has set. Three of the night's fifteen muhurtas are its first fifth, worked out from this city's own sunset.
Why Pradosh begins at 5:04 PM in Gorakhpur
Sunset, and with it Pradosh, comes 21 minutes earlier in Gorakhpur than in New Delhi (5:25 PM). Gorakhpur lies 6.2° east of New Delhi. The Earth turns through that in about 25 minutes, so on longitude alone the sun sets 25 minutes earlier here. Gorakhpur's latitude takes back 4 minutes of that: it changes the length of the day and of the night.
