Nirnaya Sindhu quotes Vyasa: “trimuhūrtaḥ pradoṣaḥ syād bhānāv astaṃ gate sati”, that is, Pradosh is the three muhurtas after the sun has set. Three of the night's fifteen muhurtas are its first fifth, worked out from this city's own sunset.
Why Pradosh begins at 5:32 PM in Vijayawada
Sunset, and with it Pradosh, comes 7 minutes later in Vijayawada than in New Delhi (5:25 PM). Vijayawada lies 3.4° east of New Delhi. The Earth turns through that in about 14 minutes, so on longitude alone the sun sets 14 minutes earlier here. Vijayawada's latitude takes back 21 minutes of that: it changes the length of the day and of the night.
